Racial Profiling
It is the policy of this department to
police in a proactive manner and, to aggressively
investigate suspected violations of law. Officers shall
actively enforce state and federal laws in a responsible and
professional manner, without regard to race, ethnicity or
national origin. Officers are strictly prohibited from
engaging in racial profiling as defined in this policy. This
policy shall be applicable to all persons, whether drivers,
passengers or pedestrians. Racial profiling is an
unacceptable patrol tactic and will not be condoned.
Complaint Process
If you believe that you may have been
subjected to a type of "Racial Profiling" during a
traffic-oriented interaction with officers employed by the
Spring Branch I.S.D. Police Department, you may follow the
process outlined below:
- Call the Spring Branch ISD Police
Department at (713) 984-9805 and ask the Dispatcher to
speak to a supervisor. If a supervisor is not readily
available, leave your name and phone number and request a
supervisor to call you back. When you speak to the
responding supervisor, relay your concern or complaint
and if you are not satisfied with the supervisor's
response, ask that a complaint form be mailed to
you.
- Come to the Spring Branch ISD
Police Department located at 8888 Westview. The Police
Department is located behind the Spring Branch Education
Center. This is basically Northeast of the intersection
of Campbell and Westview. When you arrive, ask to speak
to a supervisor. When you meet with the supervisor and
explain your concerns, if you are not satisfied with the
explanation, ask for a complaint form. You will be
supplied with that form at this time. If you arrive after
normal office hours and a supervisor is on call, ask the
dispatcher to contact one and you can speak to that
supervisor over the phone. If this is the case, that
supervisor will make arrangements to provide you that
complaint form.
- After you have received the
complaint form, fill the form out in its entirety. The
form does require notarization prior to signature. If you
do not have access to a Notary Public, one will be made
available to you at the time you return the
form.
- The form may be returned by mail
if a Notary stamp is affixed to your signature. If you do
not have access to a Notary, your form must be brought in
to the Police Department and your signature will be
notarized here at no charge to you.
- After your complaint form has been
received, an inquiry will determine if your complaint can
be substantiated. If you make a notation on the complaint
form, a response letter will be forwarded to you at the
completion of the inquiry.
