one (1) copy of the Inclement Weather Procedures dated August 1, 2003.
The custodial foreperson at your facility has also been supplied with
a copy of this document.
It is essential
that all custodians and building administrators follow the Inclement
Weather Procedures in order to minimize building damage due to freezing,
hurricanes and/or tropical storms.
The "Inclement
Weather Procedures" supplement the Crisis Management Plan provisions
for hurricanes, etc. and does not replace the Crisis Management Plan
items.

I. COLD
WEATHER PROCEDURES - ABOVE 32 DEGREES
When the temperature
drops to 38 degrees, the pumps will automatically begin circulating
the water in the heating lines.
Custodial Department
- Be sure the
switches for all classroom heating units are in the ON position before
leaving the facility.
- Check each morning
to see if the mechanical equipment is running. The starting time on
Monday is 6:00 A.M. and Tuesday through Friday is 7:00 A.M. unless
the Principal has made arrangements with Energy Conservation personnel
for a different time schedule. If the equipment is not on or not running
properly, call Police Dispatcher at 984-9805 and report the problem.
Maintenance
Department
Maintenance will
check to be sure the freeze stats work so that the pumps will turn on
at 38 degrees.
II.
COLD WEATHER PROCEDURES - BELOW 32 DEGREES
When the temperature
is expected to drop below 32 degrees, the following steps must be taken
by each of the following:
NOTE: If freezing
weather is forecast over a week-end or holiday, the building custodial
foreman must make sure their buildings are protected from freezing and
check their buildings each day, using the following procedures:
Custodial Department
- Turn off water
to can washers and drain water from the lines.
- Wrap outside
faucets and hose bibs and the pipe near the faucets and hose bibs
with newspaper and cover with a plastic bag.
- Be sure the
switches for all classroom hearing units are in the ON position before
leaving the school.
- Turn off water
to metal buildings and drain lines.
- Turn on the
heat in the metal buildings used as classrooms. Set the thermostat
at 60 degrees.
- Drip water into
inside sinks where pipes have frozen in the past. In schools like
Memorial Drive Elementary with outside wings, drip water in the first
and last classroom of each wing.
- Put one cup
of antifreeze in each commode in unheated restrooms at:

drain all mechanical equipment to insure proper protection for anticipated
cold weather.
- Re-start all
equipment and refill all lines when weather conditions allow the work
to be accomplished.
- Contractors
are only responsible for the area in which they are working.
Police Department
Security alarms
will be activated at 10:00 P.M. after heating equipment is turned off.
III.
COLD WEATHER PROCEDURES - EXTENDED COLD WEATHER BELOW 32 DEGREES
When the temperature
is expected to stay below 32 degrees for several days, the following
steps must be taken by each of the following: Chief Brawner and Clayton
Kline will check on Friday for the week-end weather conditions and on
the day before holidays and will initiate/ coordinate Inclement Weather
Procedures by notifying Ron McPherson.
NOTE: If freezing

10:00 P.M. on school nights. If temperature is 20 degrees or below,
run heat 24 hours a day.
- Maintenance
Department shall provide personnel to aid in security for the campuses
at the time of the freeze as indicated below:

- Maintenance
Department shall furnish two (2) trucks for use by the security patrol.

- Security alarms
will NOT be activated if heating equipment is run for 24 hours. Schools
will be patrolled around the clock by police officers, custodial and
maintenance personnel.

IV.
OPERATION INSTRUCTIONS FOR HEAT AND AIR CONDITIONING
- Operational
instructions for time clocks, by-pass and freeze stats in mechanical
rooms.
- Time
Clock Time clock will start hot water pump and boiler will fire.
Water will circulate to classroom fan and coil units. Classroom
fans will start IF room switch is turned on. Time clocks will
shut off pumps, boiler and fans at OFF set time.
- By-Pass
For after hours emergency operation place by-pass switch in the
by-pass position. This will start boiler pump and classroom fan
that is in the ON position. With by-pass on, unit will run for
1 to 12 hours, according to the setting of the by-pass.
- Freeze-stat
Freeze stat will start pump and boiler anytime outside air is
38 degrees and summer/winter setting is in winter position.
- Operational
instructions for classroom heat
- Place
summer/winter switch in winter position.
- Time clock
operation: set pins on and off at time unit is to operate, 7:00
A.M. on and 4:00 P.M. off, on days of week unit is to run - Monday,
Tuesday, Wednesday, Thursday, Friday, Saturday, Sunday - unless
the principal has made arrangements with Energy Conservation personnel
for a different time schedule. Two pins are required for each
day.
- Operational
instructions for heat/air conditioning in library, kitchen, cafeteria
and office.
Heat:
- Set
thermostat at temperature of 72 degrees.
- Set heat/air
conditioning switch to heat.
- Set ON/OFF
switch to ON position. Unit will operate at set temperature
until unit is set to OFF position.

D. Operational
instructions for heat/air conditioning in metal classrooms.
Heat:
- Set
thermostat to heat.
- Set to temperature
of 72 degrees.
- Set ON/OFF
switch to ON position. Unit will operate.
- Set in OFF
position when not in use.
Air Conditioning:
- Set thermostat
to A/C.
- Set to temperature
of 72 degrees.
- Set ON/OFF switch
to ON. Unit will operate.
- Set in OFF position
when not in use.
V.
HURRICANE/TROPICAL STORMS
In the event of
a Hurricane Warning being issued for the upper Texas coast:
- Maintenance
Department
- Maintenance
Dispatch will monitor and track the progress of the storm.
- Check all
lift stations.
- Check, test
and refuel all facility emergency generators.
- Locate and
secure 480 V/200 KW portable emergency generator for Tully Stadium.
- Check all
emergency equipment (pumps, generators, chain saws, etc.).
- Make sure
there are sufficient supplies available (plywood, duct tape, poly-plastic,
toggle bolts, flashlight, batteries, water, etc.).
- Designate
and set up emergency generator for transportation fuel pumps.
- In the event
of a Hurricane Watch (landfall within 24 hours) being issued for the
upper Texas coast, the Maintenance Department shall:
- Designated
employees will secure S.B.I.S.D. vehicles with radios, to be used
between residence and S.B.I.S.D.
- Inform all
Maintenance Personnel that they are to report to work as soon
as possible, once storm has passed or to call in their condition.
- Prepare
Maintenance Facility for storms.
- Secure all
gas, electrical and water at all facilities.
- Fuel all
vehicles and secure additional fuel for emergency equipment.
- Secure adequate
water supply for Maintenance Facility.
- HURRICANE PROCEDURES
- POST STORM ACTIONS
Maintenance
Department assemble those personnel able to report into the following
units:
Repair Command
and Communications
- Function:
To oversee repairs and assessment operations and to coordinate
communication between facilities and Maintenance teams.
Damage Repair
and Control
- Function:
To secure facilities so that additional damage or looting is minimized.
Damage Assessment
- Function:
To document severity of damage and make recommendations for short
and/or long term repair requirements.
Personnel
Assessment
- Function:
Provide two (2) persons and two (2) trucks per shift, three (3)
shifts per day for security patrol activities under supervision
and management of S.B.I.S.D. Police Department.

Custodial Department:
- Be
sure all windows and doors are closed and locked before leaving
the facility/school.
- Check the
next morning to see if the facility has any roof leaks or building
damage.
- If the facility
has roof leaks, take appropriate action to remove water and call
the Police Dispatcher at 984-9805 and report the problem.
- Report building
damage to the Police Dispatcher at 984-9805.
- Shall provide
two (2) custodians per shift and two (2) trucks per shift, three
(3) shifts per day for security patrol activities under the supervision
and management of S.B.I.S.D. Police Department.

Police Department
- Will
interface with the Maintenance Department regarding storm tracking
and will verify television/ radio information over TLETS and the
National weather Bureau.
- Police Department
will organize the school security patrols and custodial and maintenance
department personnel three (3) shifts per 24-hours.
- Four (4)
officers per shift shall be assigned for district security patrol.
- S.B.I.S.D.
Police Department dispatcher shall operate as the control dispatcher
and designated call-in point at telephone number 984-9805.
