General Information
Superintendent
The
Board of Trustees elects the Superintendent
of Schools as its Chief Executive Officer to administer
the operations of the schools. It is the Superintendent's
responsibility to recommend appointment of all other
personnel to the Board and bring recommendations to
them for action in carrying on the work of the school
district.
The
Superintendent also serves as an advisor, keeping Trustees
informed of the progress of various programs in the
schools. The Superintendent is available as a professional
resource and his recommendations normally precede Board
action.
Board
of Trustees
The
Spring Branch Independent School District Board of Trustees
is composed of seven citizens elected by patrons of
the district. Board members are selected at-large to
serve overlapping terms of three years. They serve on
the Board without pay.
Trustees
act to establish policies which govern the school district
in a variety of ways. The Board has final control over
local school matters limited only by the state legislature,
the courts and the will of the people as expressed in
school district elections.
Duties
of the Board
The
success of any school district is based on an effective
instructional program. The Board of Trustees reflects
this commitment through its actions as a public body.
The
district's strategic plan is a comprehensive document
used to guide and reinforce SBISD's mission and goals.
It is annually reviewed, evaluated, updated and endorsed
by the Board.
Approval
of a sound budget, which attempts to balance educational
needs with financial reality, is a major function of
the Board. Trustees support hiring teachers, administrators
and support staff who are motivators and communicators
sharing a genuine concern for children. Excellence and
professionalism are recognized through competitive salaries
and benefits.
It
is also a Board responsibility to submit bond issues
to be voted on by the people of the district for construction
or major renovation of facilities.
As
public officials, individuals who serve are active and
visible members of the community. However, the Board
acts officially only as a group. It is committed to
openness and candor and encourages citizen participation.
Regular
Meetings
Regular
meetings are normally held on
the fourth Monday of the month at 7:00 p.m. in the Board Room of the
SBISD Administration Building, 955 Campbell Road. Special meetings
are also called when necessary. All meetings are open to the
public.
State
law permits the Board to go into executive session only
to discuss property acquisition, personnel issues, security
matters or consultation with attorneys. No vote on any
item may be taken in executive session.
Board
agendas are posted at the Administration Building 72
hours before a regular meeting and at least two hours
before an emergency meeting. Local news media are notified
of every meeting.
Addressing
the Board
The
President of the Board presides at all meetings. To
encourage two-way communication with patrons during
regular meetings, individuals who wish to address the
Board may do so by filling out a brief "Citizen Participation
Form" found on a table outside the Board Room. All requests
should be given to the President of the Board before the
start of the meeting.
When
appearing before the Board, specific factual information
or review of existing policy may be furnished in response
to inquiries or questions for clarification. State law
prohibits deliberation, discussion or action of any
item not on the official agenda.
The
rights of employees, students and others are protected
by various laws and policies.
