Bond Oversight Committee
January 9, 2008

The initial meeting of the SBISD Bond Oversight
Committee was held on January 9, 2008 in the
Board Room of the SBISD Administration Building,
955 Campbell Road.
The 18-member committee was appointed on
December 20 during a special meeting of the
Board of Trustees. It will function in an
advisory capacity to the Board and Senior
Staff to ensure upcoming projects remain faithful
to the priorities of the 10-year Bond Plan
approved by district voters in November.
Individual members’ expertise or interests
include architecture, bonds and finance, construction,
engineering and community involvement. The
committee is charged with:
- Providing advice to the Board of Trustees
on ways to maximize potential of the Bond
Plan and provide the best value to district
patrons
- Reviewing and evaluating on a quarterly
basis staff information and expenditures
on all Bond Plan projects based on established
project deadlines
- Working with district staff to assess
key campus stakeholders’ satisfaction
with the quality of work and to rate customer
service
- Reviewing and evaluating a quarterly Bond
Plan Budget Status Report
- Providing an annual report to the Board
of Trustees
Members of the Bond Oversight Committee are David
Slattery, Curt Martin, Diane Swan, Gregory
Kreider, Sylvie Bucci, Jeff Wright, Jim
Cueller, Chuck Davidson, Chuck Waters, Mike
Knox, Kathy Goss, Patty Busmire, Suzanne
Doler, Camilo Diaz, Doug Demiano, Bruce
Beeler, Bruce Shelby and Alan
Deal.
More than half of the members served on either
the district’s Long-Range Facilities
Committee or Bond Advisory Committee. SBISD
parents Slattery and Martin, who co-chaired
the 65-member Bond Advisory Committee, have
agreed to co-chair the Bond Oversight Committee.
Superintendent Duncan Klussmann welcomed
the group and reviewed the multi-year planning
process and related activities which resulted
in successful passage of the bond issue on
November 6. Board of Trustees President Mike
Falick thanked the group for volunteering
to serve and emphasized the Board’s
commitment to stay true to what the voters
approved. Trustee Wayne Schaper, Sr. was also
present.
Committee members introduced themselves and
co-chairs Martin and Slattery discussed the
group’s charge and meeting schedule.
Ruben Reyes, Associate Superintendent for
Operations, gave a brief review of the Houston
construction market, proposed assignment of
architects, work schedules, contracts, and
state and district policies.
It was recommended and agreed that a subcommittee
study conflict of interest guidelines for
members of the Bond Oversight Committee. Several
members volunteered to work on these recommendations.
The next meeting is scheduled for April 9
at 5:30 p.m. in the Board Room.
