| Approval
of research projects is based on consideration of the "costs" versus the "benefits" to
the district. To provide the applicant with some of the criteria against
which projects will be judged, any one of the following conditions
would result in disapproval of an application. |

Poor
Research Design - If the research project
is poorly designed and lacks support from previously published research,
then a clear benefit to SBISD cannot be derived. |
| 2. |
Loss of Too Much Class Time - Time taken away from instruction
outweighs the benefit of the study to SBISD. |
| 3. |
Too Much Time Required of SBISD Personnel - Research
cannot be allowed to hinder SBISD personnel in the performance of their
duties. |
| 4. |
Poor Justification for Performing the Study - A research
project should address an important issue and be of interest to the
District. |
| 5. |
Difficulty with the Protection of Human Subjects -
Anonymity must be guaranteed to the participants. Active consent is
required
and must be informed and uncoerced. Potential participants must be
completely free not to participate, and they must be informed of the
nature of the experimental procedures. The participant must be told
that he/she can choose to leave the experiment at any time without
suffering any consequences. Active consent should be obtained from
both the participant and his/her legal guardian. Consent forms must
be preapproved before distribution. |

Failure to show proof of all university approvals
indicated on the application - The application will not
be considered unless signed by the applicant's faculty sponsor, the
university department
chairman, and the applicant. Final approval will not be given until
the Office of Accountability & Research has been provided
with proof that the university committee for the protection of human
subjects
(or IRB) has approved the project. |

Failure
to Address One or More of the SBISD District Goals - In
order to ensure that all research and resources are aligned in
SBISD, evidence of a focus on one or more
of our board
goals
is required. |
| 8. |
The Study is Offensive to Values and Standards - The
study is judged to be offensive to the values and standards of the
school, community, or any racial or ethnic group or it inquires in
an obtrusive manner into religion, gender, home, or family life. |
| 9. |
Family
Educational Rights and Privacy Act of 1974 -
The study violates this act in any way. |
| 10. |
Testing or Survey Dates Fall During Testing - No research
can take place during districtwide testing. |
