Bond Oversight Committee

Voters in Spring Branch ISD approved a $898.4 million bond referendum by 80 percent of the vote in November 2017.

That same month, the SBISD Board of Trustees approved a charge for the formation of a Community Bond Oversight Committee (BOC) to ensure that projects under the bond program remain faithful to the scope of work -- as approved by voters -- and are completed on-time with quality and within budget.

In May 2022, SBISD voters approved the $381.6 million 2022 Bond Program, with 73 percent of the vote.

The 2022 Bond Program responds to the 2017 Bond Program commitment to develop the vision for a world-class SBISD Career and Technical Education (CTE) program and needed facility and technology improvements to bring that vision to fruition.

The updated Charge and Composition was approved by the board of trustees and reflects the addition of the 2022 Bond Program as a responsibility of the Bond Oversight Committee.

The Charge

  • Ensuring the bond projects remain faithful to the priorities identified in the
  • 2017 Bond Plan approved by voters on November 7, 2017 and the 2022 Bond Plan approved by voters on May 7, 2022.
  • Providing advice to the Board of Trustees on ways to maximize the potential of
  • the 2017 Bond Plan and 2022 Bond Plan and to provide the best value to the taxpayers of Spring Branch Independent School District.
  • Reviewing and evaluating, on a quarterly basis, information from staff on all projects
  • and expenditures of the bond funds on the timelines established in the 2017 Bond
  • Plan and 2022 Bond Plan.
  • Working with staff in assessing key campus stakeholders’ levels of satisfaction with
  • the quality of work and rating of customer service (i.e. courtesy, knowledge and
  • helpfulness of the bond project workers).
  • Reviewing and evaluating, on a quarterly basis, a 2017 Bond Plan budget status report and a 2022 Bond Plan budget status report.
  • Providing an annual report to the Board of Trustees on the progress of the 2017 Bond Plan and the 2022 Bond Plan.

Membership for the BOC was approved by the board of trustees at the January 2018 workshop meeting.

The updated Charge and Composition was approved by the board of trustees on Feb. 21, 2023, and reflects an increase in the number of Bond Oversight committee members from 18 to 23.
