SBISD Board unanimously extends Superintendent Dr. Jennifer Blaine’s contract through 2031

At its March 2 workshop meeting, after successful completion of Superintendent Dr. Jennifer Blaine’s annual evaluation, the Spring Branch ISD Board of Trustees unanimously voted to amend her contract, extending her term through June 30, 2031 - the maximum allowed by law.

Dr. Blaine’s current five-year contract began July 1, 2025. The Board’s action reaffirms its confidence in her leadership and the district’s continued progress under her direction.

Board member Chris Earnest stated, “We are extremely grateful to Dr. Blaine and her service to this great district. She is a true leader, and I don’t think she ever stops working. Her love for this district and our community is obvious in everything she does.” Board President Shannon Mahan added, “We are so thankful and appreciate all of your work.”

Under Dr. Blaine’s leadership and continued focus on T-2-4 outcomes, SBISD achieved a four-percentage-point increase in College, Career, and Military Readiness (CCMR) in 2024–25. Students exceeded state performance at the Meets and Masters levels on STAAR Reading and Language Arts and Math across all tested grade levels and subjects. SBISD students also outperformed peers at the state and national levels on SAT® Day and ACT® assessments.

The district’s progress has drawn national recognition. SBISD was named a Finalist for the H-E-B Excellence in Education Awards and was one of only 100 districts nationwide — out of more than 11,000 — cited in the Education Recovery Scorecard by Harvard, Stanford, and Dartmouth for performance above pre-pandemic levels in both reading and math.

Board President Mahan noted that these gains are particularly significant following $35 million in budget reductions implemented last school year. “Despite financial challenges, SBISD students continue to demonstrate strong academic outcomes,” she said.

Beyond academics, SBISD continues to earn the state’s highest rating under the Financial Integrity Rating System of Texas (FIRST). Bond projects approved in 2017 and 2022 remain on time and on budget, and three of four propositions totaling $558.6 million were approved by voters in the 2025 Bond Program.

“It is the highest honor of my career to serve this district,” Dr. Blaine said. “Our success is truly a team effort, made possible by the support of our Board, staff, and community. I look forward to continuing our work on behalf of the students we serve.”

Dr. Blaine has 35 years of experience in public education and has served as superintendent since 2019. She holds a bachelor’s degree from the University of Iowa and advanced degrees in educational administration and leadership from Sam Houston State University.
